The Romance between 1 Woman & 9 CCP Officials: How Does She “Extort” 3M & Then Have to Pay Back 8M?

When you hear the word “sexual extortion”, what will you think or imagine? You may think that it is somebody who is more powerful forcing a victim to do something against his or her will.
Well, a legal case in China has totally overturned the traditional understanding of “sexual extortion”, made many Chinese netizens drop their jaws, and caused a lot of heated discussions.
Today I will tell you the story of this amazing case that sounds like a fantasy, and out of imagination, and you can later leave us a comment to tell us what you think after you hear this most surreal story.
A Judgement That Sounds Like a Romance Fiction
It all started with a legal judgement that was posted on the Internet by a famous Chinese lawyer Zhang Xinnian on March 11. Let’s show a picture of the judgement issued by the People’s Court in Guannan County, Jiangsu Province in China.
The judgement says, a 26 year old woman called Xu Yan has had sexual relationships with many public officials, and then extorted altogether 3.26 million yuan, or half a million US dollars from 9 officials in a matter of 5 years, between 2014 to 2019. As a result, this woman Xu Yan was sentenced to 13 years in prison, and fined 5 million yuan, or $770,000.
In addition, she must return the 3.26 million yuan she already extorted from those 9 officials.
And who is Xu Yan? According to the judgement, she was an “auxiliary police officer” in Lianyungang City in Jiangsu Province. She was arrested on June 19, 2019 for committing extortion and blackmail, and is currently detained in the Detention Center in Lianyungang City.
So what is an “auxiliary police officer”? You can understand it as a temporary police officer who is not formally hired yet. So she had a lower social status than a police officer.
The judgement then goes on with details of when and how Xu Yan had sexual relationships with whom, how much money she extorted from those officials, and with what kind of excuses, or methods.
So the first case listed in the judgement happened in March 2014. Please note, Xu Yan was only 19 years old then. The judgement says that Xu Yan maintained “an inappropriate sexual” relationship with the director of a police station, and then said that she got pregnant, and asked this director to pay her 1 million yuan, that is $150,000, as compensation. Otherwise, Xu Yan’s mother would make trouble for this director. So the director did give her 1 million yuan.
All other stories are very similar. Let’s show a picture. So this is a table of the 9 officials and the amount of money Xu Yan “extorted” from them.
The largest amount is 1.28 million yuan, or $200,000, from another director of another police station.
So among the 9 officials, three of them are directors of police stations, one is the deputy director of the Public Security Bureau, one is the vice director of a local hospital, one is the president of the trade union of a hospital, one is the principal of a primary school, one is a pharmacy staff at the local health center, etc.
According to the details listed in the judgment, these “inappropriate sexual relationships” lasted from somewhere between one month to 15 months.
And with one particular official, it happened twice, the first time was from Mar. 2016 to May 2016, for two months, and the “victim” was the director of a police station.
The judgment says, after these 2 months, Xu Yan asked for 200,000 yuan as compensation, saying that she had gotten pregnant. After that, their relationship stopped.
Two years later, in Mar 2018, Xu Yan once again had an “inappropriate sexual relationship” with the same man, this time for 13 months. But this same man had been promoted to a higher position now. He became the deputy director of a public security bureau.
And this time Xu Yan asked for 1.08 million yuan. The excuses she used included: 1. She needed to pay a down payment for a house; 2. She got pregnant again and had to do an abortion; 3. She needed compensation for the breakup of the relationship.
Why was she able to “extort” so much money every time? The method was the same. Every time she threatened that her mother had already known about the “inappropriate sexual relationship” with these men, if they didn’t pay her, her mother would go to these people’s workplaces and expose the “inappropriate relationships”. So all of these officials got blackmailed this way.
Judgement Taken Town
So what do you think while you hear about all these? Don’t rush to any conclusions yet, as there are more surprising facts.
Only 2 or 3 minutes after the judgement was uploaded to the Chinese social media platform Weibo, Zhang Xinnian, the lawyer who uploaded it received a phone call from a police officer from Lianyungang City.
Let’s play a few seconds of this phone call between Zhang Xinnian and the police officer. I guess it was Zhang Xinnian himself who recorded this conversation. He is a famous lawyer, so it must be his habit to record phone calls as evidence in case he needs it in the future.

Well, basically Zhang Xinnian was very surprised at how quickly the police officer responded as he just uploaded the judgement 2-3 minutes ago.
The police officer said, well, because this issue had already become very hot and had caused a lot of public outcry in their city, etc. so he asked Zhang Xinnian to take it down. But Zhang Xinnian refused, saying that the judgement was public information released by the court. It was not false information or a fabricated rumor.
Many other netizens who posted the judgement also received similar phone calls from the police.
And then, you guess what? On the following day, which was March 12, the judgement was taken down from the website of the People’s Court. And the court also issued a statement to explain why they took it down.
Let’s show the picture of the statement. So the statement says that as Xu Yan had appealed to the higher court, so her case is currently in the second trial period, and so the first trial judgment is not effective yet, so it should not be released on the Internet, so it was taken down, etc.
The True Story
So now, have you made any sense of all these?
For Chinese citizens, as they are very familiar with the society, as well as all the so-called “unspoken rules”, or hidden rules, they quickly worked out the true stories lying behind all the details in the judgment.
As all the so-called “victims” have higher social status than Xu Yan, some of them might of been her direct supervisor, as the CCP officials are well known for having many, many paid mistresses, and as there were previous cases of some CCP officials sharing the same mistress, so netizens believe that the true stories must be like this:
These relatively more powerful, older men all took advantage of this young woman, and paid her to have her shut her mouth. But somehow the affairs became known to higher authorities, or some of the so-called “victims” wanted to get their money back, so they used their influence and made the court to hand down such a ruling.
So for the poor woman Xu Yan, who was the real victim, she has to not only spend 13 years in prison, but also pay altogether more than 8 million yuan, or $1.23 million, to those officials and the court.
Please remember when she became the paid mistress for the first time in 2014, she was only 19 years old and must have just graduated from school. And the official who had an “inappropriate sexual relationship” with her was the director of a police station, probably her direct supervisor.
And what does 8 million yuan mean for a young woman? The average annual salary in her county is 65,435 yuan. If we suppose her income is at the same level, she has to work for 122 years to earn 8 million yuan.
Isn’t that ridiculous?
The Best Guess
And why was the police officer so eager to have the judgment taken down? Because from the judgement, people can easily work out who those officials are. Although the judgement doesn’t mention their full names, but does give out their surnames, titles, and workplaces. For a small county of only about 1 million people, it is very easy to find out who those officials are.
I guess everybody in that little county must have already known who those officials are. Their legal wives must may also have known. So that’s why to defend these officials, the judgment had to be taken down.
After finding out who those officials are, one netizen soon found out that the one who had an “inappropriate sexual relationship” with Xu Yan twice, and the one who paid the most amount to her was Liu Xiangbing.
Let’s show the screenshot of the report from the CCP’s mouthpiece Xinhua. So this report says that Liu Xiangbing was the deputy director of the Haizhou Branch of the Lianyungang City Public Security Bureau in Jiangsu Province.
He was found guilty for accepting bribery from many entertainment facilities, allowing his family to run illegal casinos, and having inappropriate sexual relationships with others, etc.
So after somebody reported on him to the authorities in May, 2019, he was put under investigation. The court later found out that he had received altogether 746,000 yuan as bribery, and had violated the law. So he was expelled from the party and his workplace, and sentenced to 2 years and 6 months in Jan. 2020.
So the best guess is, during the investigation of Liu Xiangbing’s case, it was found that he had paid a large amount of money he received as bribery to Xu Yan. So the authorities investigated Xu Yan and found out other affairs she had with other 8 officials.
The strange thing is, apart from Liu Xiangbing, none of the other male officials were punished for having “inappropriate sexual relationships”. The only one who got punished was Xu Yan, a young woman who looked more like a victim in this case for Chinese netizens.
People also asked how the directors of a police station could have the ability to pay over a million yuan to their mistresses, and how Xu Yan could pay over 8 million yuan when she is already in jail?
Understanding Renewed
Well, although I knew that the CCP is very corrupt, and the Chinese society has turned very corrupt after being ruled by the CCP for decades, Xu Yan’s case renewed my understanding of to what extent the CCP’s corruption had gone.
So this is the society that all the Chinese people have to deal with and live in every day. Social justice has long since become a luxury. Even if you are as rich as Jack Ma, the richest man in China, you can still be deprived of your rights and dignity.
So next time don’t let anybody tell you how wonderful the CCP is for lifting China out of poverty. Everything can be faked in CCP’s China. Only the faking and the corruption are really true.
