The manufacturer of the Chinese spy balloons, China Zhuzhou Rubber Research & Design Institute Co Ltd. (中国化工株洲橡胶研究设计院有限公司), is a government-owned military research institute with weapon production licenses. Its military supporting products were used in the "Shenzhou V" manned spacecraft, and have won the PLA General Armament Department commendation. China Zhuzhou Rubber Research & Design Institute Co Ltd. (中国化工株洲橡胶研究设计院有限公司) was founded in 1964, formerly known as "Latex Industry Research Institute of Ministry of Chemical Industry". As one of the first 242 converted scientific research units in China, it was converted into an enterprise in 1999 and is now subordinate to the Scientific Research Institute of China National Chemical Corporation. 

Located at No. 818 Xinhua East Road, Zhuzhou City, Hunan Province, the institute covers an area of 54,000 square meters, with total assets of more than 48 million yuan and an annual operating income of more than 60 million yuan. 

The institute is the only professional research institute in the latex industry, the national latex products military supporting product development, research and production unit, the national latex products quality monitoring center, technical information center and standardization technical focal point, the China Meteorological Bureau and the General Staff Meteorological and Hydrological Bureau weather balloon designated research and production enterprises, and is one of the only two weather balloon production enterprises in China. 

The National Latex Products Quality Supervision and Inspection Center, Hunan Province Rubber and Rubber Products Quality Supervision and Inspection Authorization Station and Hunan Province Pharmaceutical Rubber Packaging Materials Quality Inspection Station are also located in the Institute. 

The Institute is mainly engaged in the research, development, production and testing of latex products, polymer composite materials and special rubber products mainly for weather balloons. The main products and services include: various specifications of weather balloons, mold sets, rubber tubes, special rubber products, inflatable advertising products, polymer composite materials; rubber and rubber products commissioned inspection, arbitration inspection, product identification and testing of scientific research results, technical services, system certification, mandatory certification, product certification consulting work and the development and development of rubber condom-related testing equipment.
