The Chinese Communist Party Halts International Adoption Program

On September 5, the Chinese Foreign Ministry confirmed that as of August 28, 2024, the authorities have officially stopped their international adoption program. From now on, except for foreigners coming to China to adopt children who are within three generations of collateral consanguinity or stepchildren, no more children will be sent abroad for adoption.

Experts believe that the healthy and positive growth of Chinese orphans after being internationally adopted has embarrassed the senior leadership of the CCP. This policy adjustment is seen as an act of nationalism and a sign of weakness by the regime.

Personally, I think this might also be related to the significant decline in China's new births in recent years; the CCP is no longer willing to hand over children, who could be exploited when they grow up, to foreigners.

The CCP began implementing the "one-child policy" in 1979, enforcing strict "family planning," which led to a large number of female infants being abandoned. Some of these abandoned babies were taken in by orphanages across the country.

Starting in 1988, the CCP gradually relaxed its policies on foreign adoptions, stipulating that foreigners could adopt Chinese children, leading to a significant yearly increase in the number of international adoptions, with Americans adopting the most. The adopting parties had to pay a considerable fee to the Chinese side.

In 2005, China officially became a signatory to the "Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption." According to Taiwan's Central News Agency, that year saw the peak of China's international adoptions, with over 13,000 children being adopted by foreign families, accounting for 25.49% of adoptions.

In recent years, social media often features videos or posts of Chinese children being adopted by American families and living happily in the United States. These children, originally orphans, some even with congenital disabilities or lacking care, have sparked heated discussions due to the contrast between their lives in China and in the U.S.
